Its sounds like a survival horror of some shape or form. The radio distortion reminds me of Silent Hill.

why is the timer only for 1 hour?

The hiragana character to the right of the counter is さ (pronounced "sa")

Any hints? I guess it might be Silent Hill since it is called サイレントヒル Sairento Hiru in Japanese (begins with a 'sa' although that's in katakana).
